Challenge

The ability to capture and exchange information between “troops on the ground” and their command centres is crucial, and limitations with existing communications equipment to handle increasing levels of traffic led the MOD to procure a commercial off the shelf solution as an interim measure. Under the banner of an Urgent Operational Requirement, an Internet Protocoal switching network was procured to provide additional network capacity within Afghanistan, using CISCO routers to route operational data via Mobile Communications Units (MCUs), known as Project KESTREL.

Approach

KESTREL was a discrete project with a very short timeline. With insufficient time to conduct the TNA in strict accordance with MOD guidelines, Edif ERA offered an innovative ‘TNA lite’ approach, which condensed the process into two deliverables, shortening the normal review periods. The approach included delivery of all required analysis, but saved time by reducing the number of stakeholder review periods ensuring the project delivered on time.

Our consultants:

  • Conducted detailed analysis of all procedures required to configure, install, operate, manage, maintain and dismantle the KESTREL equipment on operations.
  • Identified the personnel (target audience) that would be conducting the operational tasks associated with the KESTREL capability and the relevent formal training that individuals wihtin the target audience had already received.
  • Analysed the training gap to determine effective and efficient training options to safely and effectively employ the KESTREL capability.

In addition, we produced:

  • Operational Task Analysis: Operational Task Inventory,Target Audience Description and Operational Performance Statement
  • Training Gap Analysis (TGA): TGA, Difficulty Importance Frequency Analysis, Knowledge, Skills and Attitudes Analysis, Draft Formal Training Statements
  • Training Options Analysis: Fidelity Analysis, Methods and Media Analysis, Recommended training options.

Conclusion

RINA recommended the most effective and efficient option to close each of the identified gaps and profiled the ROM Costs of training, over a three year period. We published a clear implementation plan to enable the cost-effective design and delivery of the recommended options alongside custom designed courseware to meet the training requirements of the target audience in accordance with JSP 822.
