Challenge

The Management of Training and Education System (MTES) is key to ensuring appropriate training governance and good practice in Defence training establishments. Following a change in the Defence training policy, RINA was invited by a large Defence training and education academy to review the effectiveness of their current MTES, assess the impact of the changes to JSP 822 and recommend and implement improvements. Key deliverables in this task were a draft MTES Training Quality Manual (TQM) and supporting Training Quality Procedures (TQPs).

Approach

RINA adopted a 2-phase approach.

  • Review of the extant management of training systems that currently operate within the client organisation and made recommendations for improvement.
  • Replacement of the single, unwieldy document to an MTES comprised of a range of detailed and tailored TQPs to reflect the activity in each department and to meet the requirements of Defence Policy.

The project was managed in accordance with PRINCE2 and assured through adherence to International Standards.

Conclusion

RINA redesigned the organisation’s MTES by developing a TQM comprising a range of bespoke TQPs. The MTES TQM will consistently, efficiently and effectively meet the Defence Systems Approach to Training Quality Management Standard (DSAT QMS) thus ensuring better Quality Assurance (QA) and Continuous Improvement (CI). Client feedback confirmed this project was delivered to a high standard, on time and to budget, the way in which it was conducted exceeded expectations. expectations.
