JC2SP training needs

Challenge

JC2SP is an enabling programme that will deliver command and control (C2) battle space management capability to the warfighter. It seeks to overcome the current operational C2 limitations imposed by single service systems which were identified during initial operations in Iraq, and latterly on operations in Afghanistan and Libya. The programme enables greater interoperability and integration within a single IT infrastructure created by the Defence Information Infrastructure (DII) programme which, when delivered in full, will incorporate 150,000 terminals for 300,000 users at more than 2,000 Defence sites.
Since 2008, we have provided specialist technical training support to the JC2SP Programme Manager within the Information Systems and Service (ISS) Defence Information Services Team (DIST) and to the Training Defence Line of Development (DLOD), Army HQ C4ISR Branch.

Approach 

We developed a detailed and rigorous Training Needs Analysis (TNA) to support delivery of the JC2SP training solution and capability roll-out across Defence.
This included:

• Detailed requirements analysis of specialist C2 applications (including Integrated Command and Control (ICC), Networked Interoperable Real-Time Service (NIRIS), Joint Conversational Hypertext Access Technology (JChat), OpenJOP, Command and Control for Personal Computer (C2PC) and Interoperable C4I Services (ICS)) that captures current and future capability to inform training development and delivery.
• Delivery of user and maintainer training implementation plans to enable the cost effective delivery of operational training to FLCs
• Design and implementation of an adaptable modular training construct to meet Front Line Command (FLC) training requirements, using a blended approach of Computer Based Training (CBT) hosted on the Defence Learning Portal (DLP) and instructor led Computer Assisted Instruction (CAI) delivered on Training LANs (TLANs).
• Working with, and on behalf of DIST Project Managers, Army HQ C4ISR Branch, FLC subject matter experts, Capability Directorate – Information (CD-Info), PJHQ, HQ Defence School of Communications, Information and Systems (HQ DSCIS) and external commercial application software providers to ensure stakeholder endorsement of all deliverables.
