Review of CLM for the British Army

A root and branch review of Command Leadership and Management (CLM) training from first principles

Challenge

As the Training Requirements Authority, the British Army’s Training Policy Branch is responsible for analysing and articulating the training requirement, endorsing the training solution, externally validating the training and ensuring it remains aligned with emerging Army requirements.

Faced with a realisation that the complex future operating environment will place greater demands on commanders at all levels, the client selected RINA to carry out a root and branch review of Command Leadership and Management (CLM) training from first principles.

Approach

RINA adopted a fully Defence Systems Approach to Training (DSAT)- compliant approach, whilst tailoring aspects of the methodology to meet the specific challenges of this task:

  • An enhanced scoping study to ensure that the wider context within CLM exists was fully understood and incorporated into the project.
  • Engagement from soldiers who are the future training audience for CLM, with 4133 responses received to online survey.
  • An innovative ‘Whole Life’ approach to requirement documentation supporting client requests for clear progression between roles.
  • Development of a framework of behavioural indicators for each rank as an additional deliverable for inclusion in the revised CLM handbook.
  • Development of Training Objectives (TOs), Enabling Objectives (EOs) and Key Learning Points (KLPs) for new areas of content derived from analysis of the commander’s role in the future.
  • Creation of a progressive training pipeline, informed by detailed methods and media analysis, using flexible technology-enabled learning where appropriate.
  • Comprehensive analysis of options, providing client with detailed information to inform decision making. 

Conclusion

Our detailed methodology identified the most effective and efficient ways of delivering the required content to the diverse Target Audience. It provided the client with answers to the most fundamental CLM questions; defining the target audience with consideration of training requirements, establishing content to be delivered based on analysis of future role requirements, and identifying the optimum point for training delivery.
